Powering San Antonio’s Smart City Revolution: The CPS Energy, Dalkia & TerraGo Collaboration 

CPS Energy, the largest municipally owned electric and gas utility in the U.S., is modernizing more than 135,000 streetlights across the San Antonio region as part of its broader smart city vision. To do so, the utility partnered with Dalkia Energy Solutions and TerraGo to create one of the nation’s most advanced streetlight modernization programs—recently recognized with a 2025 Smart 20 Award.

Dalkia Energy Solutions leads the end-to-end streetlight program, managing installation, maintenance, real-time operations, and the deployment of new smart city technologies from its San Antonio–based Command Center and Innovation Lab.

TerraGo’s cloud-based software platform provides the digital backbone of the program, unifying streetlight operations, asset management, and automated workflows into a single operational view. Manual processes have been replaced with real-time visibility and faster, more accurate coordination across field and operations teams.

Early results include the deployment of solar-powered, off-grid LED streetlights in areas with documented lighting gaps—improving safety while reducing energy use and environmental impact.

Together, CPS Energy, Dalkia, and TerraGo are demonstrating how utilities can modernize critical infrastructure while building safer, more sustainable, and future-ready communities.
